Native Mac Page Info flickers when links/buttons/dropdowns are focused with VoiceOver

Issue description

Chrome 56.0.2906.0
OSX 10.12.1

What steps will reproduce the problem?
(1) Turn on VoiceOver
(2) Navigate Page Info
(3)

What is the expected output?
No flicker.

What do you see instead?
Page Info instantaneously disappears and re-extends, which looks more like a flicker. (Similar to how clicking on the security indicator would close and instantly re-open Page Info, until that was fixed recently [1]).

This happens every time the accessibility navigation reaches a link, button, or dropdown that is not the most recently visited link/button/dropdown. (Navigating from a link/button/dropdown to text and back doesn't trigger this.)
