Security Panel overview summary is yellow instead of red.

1) Visit mixed.badssl.com
2) Open the Security panel.

"Mixed Content" has a red bullet, but the summary is yellow (should be red).

This would have been fixed in https://codereview.chromium.org/2237393002 , but Pavel not LGTMed that.

Pavel, would you be okay with landing a fix that corrects the color to match all the rest of Chrome's UI? (i.e. a subset of https://codereview.chromium.org/2237393002)
