Sync will increasingly need to store its own metadata about tabs and windows. In addition, the Sessions service already stores data that Sync doesn't care about in the SessionTab/SessionWindow objects.

We should just move Sync onto its own in-memory objects that are catered to Sync needs. This will clean up the Sessions logic, which doesn't really need to know anything about Sync.
