[MD settings] a toggle that is both checked and disabled is slightly moved

In chrome://md-settings/content/cookies, 
check the toggle for Keep local data...,
then uncheck the toggle for Allow sites to save and read...

As the toggle for Keep local data... becomes disabled, the button will move slightly.

No longer the case with cr-toggle.
