[WPT Import] Importer isn't able to add tests to LeakExpectations.

Currently, w3c-test-autoroller bases all new expectations that it adds (Crash, Timeout, Failure, etc.) on the blink try bots on https://build.chromium.org/p/tryserver.blink/builders, although there aren't any bots there that run with leak detection, so any leaks will only be detected after committing the patch.

See example: bug 662477, caused by import http://crrev.com/2472263004.
