Issue description

[Predator] Add unittests for local scripts.

Currently most local scripts under util_script/ don't have unittests covered. 

Add unittests for them.

Currently, iterator.py in gae_libs and most local scripts under util_script/ don't have unittests covered. 

Add unittests for them.
