Eliminate profile.default_content_setting_values.* from prefs_util.cc or add constants

There are no constants for profile.default_content_setting_values.*, e.g. profile.default_content_setting_values.cookies.

We should either add constants if these are used/valid, or remove them from the prefs_util.cc whitelist
