Chrome browser not saving passwords - although it used to.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. typye in a password 
2. pop-up box sks me if I want to save. I say yes. 
3. It doesn't save

What is the expected behavior?
It should save and then come up next time I open the website

What went wrong?
It didn't come up 

Did this work before? Yes Same as this one

Chrome version: 53.0.2785.143  Channel: n/a
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

Was there a specific URL that this doesn't work with? I wasn't able to reproduce this using 54.0.2840.71. Perhaps update Chrome and try again?
Can reproduce the problem in Chrome 50.0.2661.102 m (64 bit) standalone with serval employees (w7sp1 x64). We will update Chrome to 54 soon. Will give a new feedback after rollout.

No spezific URL, everything affected. This problem consists for years now, occurs from time to time (randomly witch employee), only a new version sloves this problem (or a fresh windows-image).

There have been a couple of bugs relating passwords not showing up in the Chrome settings UI recently (but still appearing at passwords.google.com), but if the issue has been happening for a couple of years now I'm not sure. I've seen in these other bugs though that apparently the if "Keychain is reset for some reason, Chrome can no longer decrypt the local database". Maybe that has something to do with it? (Honestly though I'm just guessing here.)

A few questions: 
1. Are you seeing the password in chrome://settings/passwords?
2. If you're syncing passwords (without a sync passphrase), are you seeing the password on passwords.google.com?
3. Is the password being autofilled/offered to fill on the site's sign-in form?
4. Is it only happening on Mac?

One more question to the good set asked by sabineb@ already:
If you are syncing, what do chrome://sync-internals/ show for passwords for you?

(Also fixing some labels. For the triaging team: our components has a healthy triaging process, as long as the bug is marked UI>Browser>Passwords we will pick it up, no need to Cc or assign to people.)

Yet one more question, after reading a similarly sounding  bug 672042  (which is for Windows):
When you go to chrome://settings, do you see an error similar to  https://crbug.com/672042#c3  ?
