Non-Regression: On Tabbing Grey Focus ring is seen on 'Open' Icon in General information page of Files App

Issue description

Version: 56.0.2908.0/8958.0.0 Cyan,Samus,Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Download images
(2)Now go to Files App -> Select one Image and click on 'Space' Button for General information page
(3)Click on Tab Button until focus is seen on 'Open' Icon and observe Grey Focus ring(Please refer screenshot) 

Expected: On Tabbing  Blue Focus ring should be seen on 'Open' Icon
Actual: Instead Grey Focus ring is seen

Note: On Tabbing  Blue Focus ring is seen on 'File info' Icon in General information page of Files App

This is Non-Regression Issue as 'Get info' option is newly introduced from M-55
