What steps will reproduce the problem?
(1)Launch chrome and add above app >> Launch that app and Maximise it >> Click on permissions of any added extesnion
(2)Now restore it by double clicking on title bar and observe Permissions overlay

Expected: Permissions window should be restored to centre even on maximising and restoring.

Actual: Instead permission window is seen chopped on restoring.

NOTE 1: This works fine for chrome://extensions page. i.e; Permission window restores to center of page even on maximising and restoration.

NOTE 2: This issue is not seen in windows as unable to resize main window when permissions overlay is present.

This is a Non-regression issue seen from M35 stable.
