Cursor in search field is not seen even if search field is focusable on chrome://downloads.

Chrome Version : 56.0.2909.0 (Official Build) 57c0a6fdc6a530bcb43f6657a8cf708752adca66-refs/heads/master@{#429737} 64-bit
OS : Mac(10.10.5, 10.11.4, 10.11.5)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://downloads page.
(2) Right click on search icon and select inspect option, then again inspect it 
(3) observe cursor in search field.

Actual: Cursor in search field is not seen even if search field is focusable.

Expected: Cursor should seen in search field.

This is a non-regression issue, seen from 'M-47'

Note: Issue is not seen on windows and Linux OS.

Able to reproduce the issue on Mac, changing the status to Untriaged so that the issue would get addressed.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.
