Regression: Focus is seen missing on hovering options of Language/Keyboard dropdown in OOBE screen.

What steps will reproduce the problem?
(1)Recover build via USB>>In OOBE screen,Click on "Language/Keyboard" Drop down 
(2)Now hover on options and observe focus(Please refer Screenshot)

Expected: Focus should be seen on hovering options of Language/Keyboard dropdown  in OOBE screen.
Actual:Instead focus is seen missing.

This is Regression issue as focus is seen in 54.0.2840.79/8743.0.0 stable channel veyron_minnie.

Attaching screen-shots for reference.

Note: Issue is not applicable to Linux and Windows.

@alemate : Please confirm the behavior.

Fixed by moving from polymer dropdowns to plain <select> elements.
