Shrunked select box with overflow-x: auto doesn't highlight to the right

Steps to reproduce the problem:
1.) Go to the listed codepen site
2.) Scroll right
3.) Notice the orange highlight stops early
4.) Click the middle item
5.) Notice the blue selection highlight stops early

What is the expected behavior?
The background color highlights the entire box, and the selection highlight highlights the entire item.

What went wrong?

The right half of the box remains white, and the selection highlight does not go all the way across.

Thanks for the report.

Able to reproduce the issue on Win 7, Mac OS X 10.11.6, Ubuntu 14.04 using Chrome Canary #56.0.2911.0, 
Stable 	54.0.2840.87

This is non-regression issue, existing from M39 #39.0.2171.0 builds to latest Canary.Observed no horizontal scroll bar to scroll right to reproduce the above issue.Hence marking it as Untriaged.

Additional Info for the comment#1:

Observed no horizontal scroll bar to scroll right to reproduce this issue from M30 to M38 ,hence we are unable to test this issue as per steps mentioned in Comment#0.
