Regression: Language list appears to be blur after zooming out the page.

Issue description

Chrome Version:56.0.2909.0 (Official Build)57c0a6fdc6a530bcb43f6657a8cf708752adca66-refs/heads/master@{#429737} (32/64 bit)
OS:Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Click on 'add languages' under language section.
(3)Now zoom out the page to 90 % and observe the language list.

Actual: Language list appears to be blur after zooming out the page to 90 %

Expected: Language list should be clearly visible after zooming out the page to 90 %

This is a regression issue broken in 'M53' and will soon update other info.

Issue is still reproduced on Mac OS 10.11.6 using latest Chrome canary M56 #56.0.2922.0 .

Just to update, still able to reproduce this issue on Win-10 using latest canary #57.0.2976.5.
