DevTools: Popovers/pop-ups can overflow offscreen

Chrome Version:56.0.2909.0 (Official Build)57c0a6fdc6a530bcb43f6657a8cf708752adca66-refs/heads/master@{#429737}-32/64 bit
OS: Windows(7,8,8.1,10), Linux(14.04 LTS)

Steps:
1. Launch Chrome, navigate to above URL and open Devtools(F12),go to 'Network' section,
2. Reload the page and hover mouse on links(e.g fastbutton or embed) under Initiator column such that pop-up with horizontal scroll bar is seen.
3. Drag the horizontal scroll bar to R.H.S and observe.

Actual: Right arrow icon of horizontal scroll bar is not seen for pop-ups under Initiator column of Network section.

Expected: Right arrow icon of horizontal scroll bar should be seen for pop-ups under Initiator column of Network section.

This is a regression issue broken in M-56, will soon update bisect info.

Good build : 56.0.2895.0
Bad build : 56.0.2896.0

Note: Above issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2895.0 (Revision: 426105).
Bad build: 56.0.2896.0 (Revision: 426358).

You are probably looking for a change made after 426347 (known good), but no later than 426348 (first known bad).

It seems to me that the real issue is that popover dimensions can be greater than the DevTools window's dimensions.  I checked that it occurs on 410002, so it's a bug not a regression.

Still able to reproduce the issue on mac 10.11.6 chrome version 57.0.2931.0

Still able to reproduce the issue on windows 10 using chrome version 57.0.2976.5
