Regression: [MD Settings] Unnecessary focus is seen on disable option under 'Language' section.

Chrome Version: 56.0.2909.0 (Official Build)57c0a6fdc6a530bcb43f6657a8cf708752adca66-refs/heads/master@{#429737} 32/64-bit.
OS: Windows(7,8,8.1,10), Mac(10.10.5, 10.11.4, 10.11.5), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings page and go to 'Language' section.
2. Click on three dot menu iron-icon of 'English' language (beside 'RELAUNCH' button) to open menu list.
3. Now, observe the focus.

Unnecessary focus is seen on disabled (Display Google Chrome in this language) checkbox.
Focus should not seen on disable option.

This is a regression issue, broken in M-56 series, below is bisect info.

Good build: 56.0.2900.0
Bad build: 56.0.2902.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2900.0 (Revision: 427219).
Bad build: 56.0.2902.0 (Revision: 427892).

You are probably looking for a change made after 427247 (known good), but no later than 427248 (first known bad).
