Regression: [MD Settings] Unnecessary vertical scroll bar present on 'Edit person' subpage.

Issue descriptionChrome Version: 56.0.2909.0 (Official Build)57c0a6fdc6a530bcb43f6657a8cf708752adca66-refs/heads/master@{#429737} 32/64-bit. OS: Mac(10.10.5, 10.11.4, 10.11.5), Windows(7,8,8.1,10), Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings page. 2. Click on profile icon under 'People' section to open 'Edit person' subpage and observe. Unnecessary vertical scroll bar present on 'Edit person' subpage. No such scroll bar should present on 'Edit person' subpage. This is a regression issue broken in M-54 series, below is manual regression range. Good build: 54.0.2817.0 Bad build: 54.0.2819.0 Kindly review the attached screen-cast for reference.
