Regression: unnecessary lock icon is seen in Uber tray of Browse as guest

What steps will reproduce the problem?
(1) Browse as guest>> go to Uber tray>> and observe

Expected: No lock icon should be seen in uber tray 
Actual: Instead unnecessary lock icon is seen in Uber tray

This is a Regression issue as no lock icon is seen in 54.0.2840.93/8743.83.0 stable channel Minne

Issue is not applicable to Linux and Windows

Note: Unnecessary Lock icon is there in new material design of Uber tray, but it's seen disabled

@tbuckley: Please confirm Is that an issue or intentional change

We should remove this icon when in Guest mode.

Status: WontFix (was: Assigned)
This is working as intended. Buttons in the tile row should still be shown and themed as disabled when they are not clickable, such as the screen lock feature in guest mode.
