Regression: Hover effect gets stuck at 'Show All' button of download shelf for 'Branches' theme

OS: Windows(7,8,8.1,10), Linux(14.04 LTS)

1. Launch Chrome and save any page( CTRL + S keys) such that download shelf appears.
2. Navigate to above url, apply the theme and hover the mouse on 'Show All' button and observe.

Actual: Hover effect gets stuck for 'Show All' button i.e grey highlight stays at 'Show All' button.

Expected: Hover effect for 'Show All' button should be seen properly i.e 'Show All' button should be seen White on removing mouse focus from it.

This is a regression issue broken in M-55, will soon update bisect info.

Good build : 55.0.2882.0
Bad build : 55.0.2883.0

Note: Above issue is not seen on Mac OS.

I sorta suspect the real issue here is that we aren't repainting until you hover. That effect you see which looks like a hover is actually a bg color which is derived from the theme.

Just to update the latest behavior of the bug, Issue is still observed on chrome version 55.0.2883.52.and 56.0.2922.0
estade@ Could you please let us know is there any recent update available on this issue? 
As per comment#2 if the issue is not related to chrome,can we close the issue?
