Issue descriptionChrome Version:56.0.2909.0 (Official Build) 57c0a6fdc6a530bcb43f6657a8cf708752adca66-refs/heads/master@{#429737} OS:Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/privacy and check/uncheck Automatically send usage statistics and crash reports option 2. Observe 'Relaunch' button. Actual: After uncheck Automatically send usage statistics and crash reports option,'Relaunch' button stays. Expected: After uncheck Automatically send usage statistics and crash reports option, 'Relaunch' button should vanish. This is regression issue, broken in 'M 56' and below is manual bisect info. Good build:56.0.2909.0 Bad build:56.0.2908.0 Note:Will soon update the Mac and Linux OS.

yeah, the old behavior in chrome://settings (not md-settings) didn't really work properly anyways because if you changed the checkbox and refreshed the page, the relaunch button wasn't showing. if you toggled the value after refresh (back to the original value chrome started with), it showed a restart link even though restarting would do nothing. tl;dr - not a big deal, imo, as the old one didn't work too well anyways.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned. So this bug doesn't languish, I'm unassigning myself.
