What steps will reproduce the problem?
1. Upgrade Chromebook to Dev 56
2. Observe US keyboard in Status area
3. Try to switch to UK keyboard (double check in Languages & Input)

What is the expected result?
UK keyboard appears by default


What happens instead of that?
Cannot switch from US keyboard
