Coverage support is disabled in depot_tools tests

Issue description

Basically it relies on coverage being in PYTHONPATH, and something caused it to be not in the PYTHONPATH. Relying on globally-installed python packages is dumb, and we don't guarantee that python-coverage is going to be installed anyway.

For now I've disabled coverage in these tests; it's questionable what value it was providing anyway.
