do you remember under what scenario you're seeing this? I've seen that in following scenarios

1. If we set the --enable-blimp command line, the tab will a blue blimp tab with blimp enabled switch off. is this the behavior we want?

2. If the user signs out, then if the user open the Blimp Settings dialog, the blimp switch is off (which is expected). but when the user goes back to the tab, it's still a working blue blimp tab. Only when the user closes the browser and reopens it will he sees all non-blimp tabs
