Window buttons fall off the edge of the window

Issue description

Version: 56.0.2908.0
OS: macOS

What steps will reproduce the problem?
(1) Quit Chrome
(2) Force RTL on:
defaults write com.google.Chrome AppleTextDirection -bool YES
defaults write com.google.Chrome NSForceRightToLeftWritingDirection -bool YES
(3) Launch Chrome

What is the expected output?
The window buttons (close, miniaturize, zoom) are positioned normally.

What do you see instead?
The close button is in the normal place for LTR layout and the other buttons fall off the window to the left.

Note: this only seems to happen if I turn on RTL like this; selecting an RTL system language doesn't flip the top chrome at all, so it's probably not an immediate concern.

I have a fix for this, just wrapping up tests
