When device volume is 0, stop autoplaying audio

Issue description

it happened to me twice. I have realclearpolitics.com open, and then locks my device.
After a while when i unlock it, i found a notification and realclearpolitics was auto playing audio.

I always mute my device, so there is no point to autoplay any audio

Thinking more about it, if something plays with sound on Android, it is not autoplaying but playing with a user gesture of some sort. We can't just pause audio playback if the user mutes their device as it's unlikely the expected behaviour.

The issue is that we shouldn't autoplay, not pausing a video that already autoplays.

We don't autoplay anything with sound on Android so that change would be a no-op, wouldn't it?
