Issue descriptionAdd UMA counter for how often are plugins migrated and once the counter approaches 0 remove the migration code.

Reverting the status to available. Btw we are at .07% (28DA) now over all UMA users. This is still 300k users so I am adding Matt for PM perspective on what is low enough.
