ChromeVox: Focus not held after setting focus with javascript

Issue descriptionChrome Version: 54.0.2840.71 ChromeVox Version: 53.0.2784.1 OS Version: OS X 10.10.5 URLs: https://jsfiddle.net/8tkq3pf1/3/ When setting focus to another element ChromeVox jumps to that element but then sets focus back to the original. What steps will reproduce the problem? Go to the JSFiddle link below and do the following 1. Click the first link to see you are taken to Link 4 2. Now use tab/shift tab to get back to the first link and press enter. You will again be taken to Link 4. 3. Now turn on ChromeVox and tab to the first link and press enter. The focus will stay on the first link. You may see focus shift to Link 4 for a split second but it is brought back to the first link. See this JSFiddle: https://jsfiddle.net/8tkq3pf1/3/ What is the expected result? The focus should move to the focused element and stay there. I've tested using VoiceOver on Mac and focus moves to Link 4 and stays there. I've attached examples of what happens using ChromeVox and also VoiceOver. Each video shows a click, a tab enter and then the screen reader behavior. Confirmed on 54.0.2840.71, both with ChromeVox (which works incorrectly) and VoiceOver (which works fine).
