Make tab_model's |firstTabOpenedBy| and |lastTabOpenedBy| better mimic what desktop does.

661980 TODO, |firstTabOpenedBy| and |lastTabOpenedBy| do not exist anymore. And as it is, this bug is not actionable. Stepan, please reopen the bug and update the description if you remember any details.
