Janky scrolling on Pixel XL when showing/hiding omnibox

Issue description

Version: Chrome Dev (56.0.2906.0), Pixel XL

To reproduce:
1. Go to any site.
2. Scroll up and down so that the omnibox hides and shows itself.

=> During every transition there is a clear drop in framerate.

Based on the trace looks something called FullscreenManager:updateVisuals starts taking time during the transition and seems to lead to slow frames in the GPU process.

54.0.2840.68 works fine on the same device so this seems like a regression.

Marking stable blocker as this is regression in a very frequent scenario.  Assigning to myself to keep track for now.

Does it repro in M55?
Checked that it doesn't happen in M55. I *think* this has regressed sometime in the past 1-2 weeks.
I'm not certain, but I think it started happening in 56.0.2905.0?

56.0.2905.0 - bad
