Regression: Unwanted shifting of Allow/Block bubble is seen in permission.site after clicking on Fullscreen button

Issue descriptionChrome Version : 56.0.2908.0 (Official Build) e8eaccd054223465b7eb83989b161b9f5574387b-refs/heads/master@{#429486} 32/64-bit OS : Mac(10.10.5, 10.11.4, 10.11.5) What steps will reproduce the problem? (1) Launch chrome, navigate to https://permission.site/ (2) Click on Location button(Allow/Block bubble will appear),then click on Fullscreen and observe. Actual: Unwanted shifting of Allow/Block bubble is seen after clicking on Fullscreen. Expected: No such shifting should seen after clicking on Fullscreen. This is a regression issue, broken in 'M-55', will soon update the other info: Good Build:55.0.2869.0 Bad Build: 55.0.2871.0

Able to reproduce the issue on Mac 10.11.6 using chrome latest version 56.0.2914.0. spqchan@Please look into this issue.
