[MD Settings] Wrong context menu is displaying for help button.

Issue descriptionChrome Version: 56.0.2908.0 (Official Build) e8eaccd054223465b7eb83989b161b9f5574387b-refs/heads/master@{#429486} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/content/cookies page. 2. Right click on help button in the upper right of the subpage to open context menu and observe. Wrong context menu is displaying for help button as it's a link. Link context menu should display for help button. This is a non-regression issue, seen from M-56 series i.e. build # 56.0.2899.0 as help button is introduced from revision number r426941 Kindly review the attached screen-cast for reference.

I think this is a more general issue about all our external pointing buttons (see screenshot). Since they are not implemented as link tags (<a href=..></a>), the following things happen
1) Hovering over them does not display the URL on the bottom left.
2) Right clicking does not show the usual context menu entries for links ("Copy link address", "save link as").
FWIW, this is a regression from old Options. Should we convert those <iron-icon> buttons to <a> to restore proper link functionality?
