Video played at incorrect speed

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2907.0 Safari/537.36

Example URL:
http://www.realclearpolitics.com/video/2016/11/02/fbi_sources_tell_fox_news_indictment_likely_in_clinton_foundation_case.html

Steps to reproduce the problem:
1. Go to site
2. Click on video to begin playback
3. 

What is the expected behavior?
Video should play at normal speed

What went wrong?
Video is played at high speed

Did this work before? Yes Not sure

Is it a problem with Flash or HTML5? Flash

Does this work in other browsers? Yes

Chrome version: 56.0.2907.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Could be related to  issue 643178  - had to use middle click to begin playback

Seems a recent regression in flash playback.

Checked the issue in Latest Chrome Canary# 57.0.2959.0 and Chrome Dev# 57.0.2950.4 on Windows and could not reproduce the issue.

@qwer -- Could you please confirm by checking in the above tested versions and update.
