Unable to delete the search engine entry using 'Enter' key on 'Settings' page.

Issue description

Chrome Version: 56.0.2908.0 (Official Build) e8eaccd054223465b7eb83989b161b9f5574387b-refs/heads/master@{#429486} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/searchEngines
2. Keep focus on 'X' button (beside 'Make default' button) of any search engine via keyboard.
3. Now, press 'Enter' key from keyboard and observe.

Nothing happens on pressing 'Enter' key from keyboard.
Corresponding search engine entry should get deleted on pressing 'Enter' key from keyboard.

This is a non-regression issue seen from M-30 series.

Able to reproduce the issue on Windows, Mac and Linux, changing the status to Untriaged so that the issue would get addressed.

Status: WontFix (was: Untriaged)
The UI has significantly been changed. Deleting a search engine using via keyboard only is working as expected.
