Can't drag shortcuts to webpages with titles containing invalid Windows characters in title onto ntfs-3g drive

Issue description

Chrome Version (from the about:version page): 54.0.2840.90
Is this the most recent version: Yes
OS + version: Arch Linux 4.7.4-1-ARCH
CPU architecture (32-bit / 64-bit): 64-bit
Window manager: Openbox
URLs (if relevant): e.g. http://www.yellowfever.co.nz/forum
Behavior in Linux Firefox: same behaviour
Behavior in Windows Chrome (if you have access to it): correct behaviour (see expected result below)

What steps will reproduce the problem?
(1) Go to webpage with a title containing a character which is not valid in Windows filenames (e.g. http://www.yellowfever.co.nz/forum)
(2) Drag a shortcut to the webpage (i.e. from the favicon/padlock symbol) into a file manager open to a directory on an ntfs-3g drive with the windows_names flag enabled (I tested this with Nemo).

What is the expected result?
The shortcut to the webpage (i.e. the .desktop file) is created with the title of the webpage, with all invalid characters removed (in the above example, this would be "Forums  Yellow Fever — Supporters of the Wellington Phoenix" (this is the behaviour on Windows).

What happens instead?

Nothing happens (the shortcut is not created).
