[Site settings details] Remove All button on subpage with no local data of chrome://md-settings/content/cookies

Issue descriptionChrome Version: 56.0.2908.0 (Official Build) e8eaccd054223465b7eb83989b161b9f5574387b-refs/heads/master@{#429486}-32/64 bit OS:Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4) Steps: 1. Launch Chrome and navigate to chrome://md-settings/content/cookies 2. Click on any cookies entry like 'account.google.com' and clear all entries in sub-page by clicking on cross icon.(refer video) 3. Observe. Actual: 1. First entry does not vanish on clicking its cross icon. 2. Unnecessary 'Remove All' button is seen even after clearing all entries in the sub-page. Expected: No such behavior should be seen i.e first should disappear after clicking on cross icon and 'Remove All' button should not be seen after clearing all entries This is non-regression issue, this is new feature introduce in 'M 56'(56.0.2908.0)

Alan, I think it should disable rather than being removed, WDYT? Also, should we do something more such as display some text saying that there are no local data for this site; or should we just leave the page empty? (Please send this back to me with your thoughts).

Maybe we could say "No local data" (it's short and direct like the "No sites added" when a content settings exception list is empty).

Agree with dschulyer on this. - disable REMOVE ALL when necessary - include "No local data" as an empty state when necessary
