Regression: Blue focus is seen missing on after launching the App launcher

Issue description

Version: 56.0.2907.0/8955.0.0 dev-channel Daisy, Peppy, Candy
OS: Chrome

What steps will reproduce the problem?
(1) Browse as guest or sign in to user>> go to launcher and observe

Expected: Blue focus should not be seen missed as it is opened
Actual: Instead blue focus is missing after launching

This is a Regression issue as blue focus is seen in M55: 55.0.2883.35/8872.35.0 beta channel Candy

Issue is not applicable to Linux and Windows

Can you be more specific about what blue focus is missing? I don't see real difference of the two screenshots.

Thanks for the clarification. So you the blue background of the app list button in the shelf. It looks like it is using MD style. When app list is shown, I see the ripple effect and the button background changes from dark gray to light gray. So this might be expected.

Yes, this is working as intended for the material design shelf in M-56. Instead we show a grey ripple and highlight, which you can see in Actual-launcher-blue.png in #2.
