Arrow pointer is seen instead of hand pointer on chrome://history.

Chrome Version:	56.0.2908.0 (Official Build) e8eaccd054223465b7eb83989b161b9f5574387b-refs/heads/master@{#429486}
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history
2. Click on the area/space between history url and iron icon and observe.

Actual: Arrow pointer is seen instead of hand pointer .
Expected: Hand pointer should be seen as it is clickable area.

This is non-regression issue, this is new feature introduce in 'M 56'(56.0.2908.0)

Note: Will soon update Mac and Linux OS info.

Note:Above issue is reproducible on MAC and Linux OS.

This is working as intended -- this is the same behavior as the old history page, which uses the pointer cursor for this space.
