Fullscreen low power mode doesn't work on macOS Sierra 10.12.1

This worked in 10.11, and I'm pretty sure that it worked at some point on 10.12.

We've found that 10.12 no longer supports the CAContext remote layer API, and I'm betting that this is fallout from that.

This bug is to track what fullscreen low power modes work on 10.12, and fix them in Chrome.

I suspect that we'll have to move our CALayers to the browser process to fix this.

Sorry for the false alarm, this was based on a bad test run. I re-ran a few times, and this is fixed.
