Re-enable VSyncProvider based on ANGLE getSyncValuesCHROMIUM extension

VSyncProvider based on ANGLE getSyncValuesCHROMIUM extension has been recently introduced and than disabled because it was causing video playback smoothness issues on Windows 10 - see Issue 659844.

This issue tracks investigation of the regression and re-enabling that code.
