Datalist dropdown does not display if there is an element on the page with the autocomplete="on" attribute

Issue description

Chrome Version       : 54.0.2840.71 (64-bit) on Mac 10.11.5
URLs (if applicable) : n/a
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: n/a (no datalist support)
    Firefox: OK
         IE: did not test

What steps will reproduce the problem?
(1) Visit https://jsfiddle.net/IceCreamYou/v2ka2aro/ (a reduced test case)
(2) Click in the input; you should see a down arrow appear, and clicking on it should drop down the datalist autocompletion as expected
(3) Change the autocomplete value from "off" to "on" and click Run to refresh the view
(4) Click in the input again; the datalist dropdown no longer works

What is the expected result?

The datalist dropdown should work even if there is another element on the page with autocompletion enabled.


What happens instead?

The datalist dropdown does not work when there is another element on the page with autocompletion enabled.


Please provide any additional information below. Attach a screenshot if
possible.

I have searched for other occurrences of this bug and have not found any. I have reproduced the issue on Chrome 53 on Mac as well but am currently away from my other devices.

Able to reproduce this issue on windows 10, Ubuntu 14.04 and Mac 10.11.6 on chrome stable version 54.0.2840.71 
Issue is broken in M50. 

Bisect Info:

Good build : 50.0.2644.0,  Revision Range(374072)
Bad build  : 50.0.2646.0,  Revision Range(374556)

After executing the per-revision-bisect script, i got the following CL's between good and bad build versions

Still able to reproduce the issue on Mac 10.11.6 using latest chrome version 57.0.2926.0.

Still able to reproduce the issue on Mac 10.11.6 using latest chrome version 57.0.2935.0
Status: Archived (was: Started)
