Blank arc notification with extended desktop

What steps will reproduce the problem?
(1) Use extended desktop with an external display
(2) Create an ARC notification (e.g. using play music)
(3) Open message center on one display
(4) Open message center on the other display while the one in step 3
    is still open

What is the expected output?
The ARC notification shows up and functional.

What do you see instead?
The ARC notification is blank.

arc: Fix missing notification on extended desktop

The notification is missing because old ArcCustomNotificationView
is removed from widget first before ViewHierarchyChanged, which
causes the bail out logic be skipped. The CL updates the bail out
condition so that the bail out logic runs for the case and did not
detach notification surface from the new ArcCustomNotificationView.
