llvm: the llvm-next should track a relatively stable one

Issue description

Instead of tracking top of trunk llvm, we should tracking a relatively stable version of LLVM.

llvm: let llvm-next track a relatively stable version.

This lets llvm-next track a relatively stable version instead
of top of trunk.

TEST=sudo USE="llvm-next" emerge llvm clang passes.
