F11 inconsistently works for fullscreen toggle on multiple monitors

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2897.0 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome, browse around on one monitor
2. Open second window, goto http://raspi.monaserver.ovh/MonaClients/VideoPlayer/?fit use F11 to make fullscreen on second monitor.
3. Browse, do stuff on first monitor for a bit.
4. Try toggling F11 fullscreen on second monitor a few times, will stop working.

What is the expected behavior?
F11 always goes between fullscreen and regular. 

What went wrong?
Chrome stops responding to F11 fullscreen toggle requests.

Did this work before? N/A 

Chrome version: 56.0.2897.0  Channel: n/a
OS Version: Gentoo Unstable
Flash Version: Shockwave Flash 23.0 r0

This bug can be reproduced on current 54 stable channel on Windows 7.

maybe you know of existing bugs in this area?
Do I? No.

I have a client wanting to show fullscreen streamed video of his presentation up on a projector. This makes setup and teardown a little more complicated when F11 doesn't work. That player I linked has nice advantage he can pass &nomenu to it and have Chrome handle fullscreen instead of UI buttons. 

Unrelated: But this wouldn't be an issue if you could run a kiosk on a secondary monitor in Windows, and if kiosk mode supported being run on a monitor while a regular chrome process runs in the other.

I don't know existing bugs, CC mgiuca who's touched the notification - but may be unlikely to know of something similar. This may just need to be triaged by  UI>Browser>FullScreen owners.
I haven't seen or heard of this bug happening.
