Convert ChromeOS builders to GCE

We are in a position to move all ChromeOS builders to GCE, unless they run VMTests, and will be able to transition VMTests after GCE finishes adding KVM support.

We currently use GCE (where possible) for release builders, and on the trybot waterfall.

We should transition everything else we can.

Likely next steps: 
1. Figure out which builders don't run VM tests
2. Get needed quota
3. Plan, pick a date & move those builders. 
....
