arc: Don't show pre-installed apps in app list for managed users |

Issue descriptionThere is no blacklisting mechanism for Android apps for managed users. That means all pre-installed apps are automatically disabled by Android. On Chrome we should not pre-show them in app list as well. Inner bug: b/32336673 CL: http://crrev.com/2438383002
