download broken, chrome doesn't start any download, chrome update broken, too

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Example URL:
any download link, you can try https://www.google.de/chrome/browser/desktop/

Steps to reproduce the problem:
1. visit page https://www.google.de/chrome/browser/desktop/
2. download chrome
3. nothing happens

What is the expected behavior?
downloading the setup

What went wrong?
nothing happens.

Did this work before? Yes 53

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

i saw that chrome.exe was quite active even with just one tab. chrome cpu usage was 15% all the time. i tried to do an update, which endless checks for update. now, i was trying to download files and nothing happens.

i've disabled all extensions, nothing helps. i even tried to reset the default, but this dialog loads endless, too.

i've tried ie edge and everything was fine there.

Can you please provide a net-internals log covering when you attempt to perform a download?

Its pretty strange. I've completly removed chrome, removed the old profile folder and i did a fresh install. I also did some hdd checks, because my hdd usage was pretty high during my testing. Its now fixed for me. When this issue will come back, i'll try the net-internals log steps.

Could it be possible, that the chrome process get kind of stuck, when the hdd response time is pretty bad?

Status: WontFix (was: Unconfirmed)
Sadly, there are a lot of things that downloads touches, so I think it's quite possible that if the hdd response time is bad that downloads would be getting stuck.  If the issue comes back, please do the net-internals thing and file a new bug?  I'll close this one since it sounds resolved for you for the moment.
