NTP scroll doesn't snap properly |

Issue descriptionChrome Version (from "Settings > About Google Chrome"): 54+ (didn't try any other) Device Type: iPhone 6S Steps to reproduce: (1) Start with an account with content in most visited (Or turn on Popular sites in Canary) (2) Open the ntp (3) Scroll up Expected result: Omnibox stops at the top of the screen, the row of icons from Most Visited/Most likely/Popular Site gently stops under it. Actual result: First row of icons slides under the omnibox and is unneleganty clipped. See video.
