Regression: Show all button overlaps with omnibox when browser is resized

Version: 55.0.2883.35 beta
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and download any page/file so that downloads bar is seen
(2)Resize window from bottom to extreme top and observe "Show all" button

Expected: "Show all" button should not overlap with bookmark bar/omnibox.
Actual: Instead overlapping of show all button is seen.

This is a regression issue broken in M55. Will provide bisect info soon.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on windows 7 using chrome version 55.0.2883.35 not able reproduce the same on Mac 10.11.6
