Regression : In Add Person overlay, arrow pointer is seen instead of hand pointer after hovering on account-id.

Issue description

Chrome Version : 55.0.2883.35 (Official Build) fade86a0af5970809aa00c3f3683de01f31bc203-refs/branch-heads/2883@{#414} 32/64-bit
OS : Mac(10.10.5, 10.11.4), Windows(7,8,8.1,10), Linux(14.04 LTS)

Preconditions : 
1. Please sign in to chrome using valid credentials.
2. Enable ‘Material Design User Manager’ flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome, click on Avatar icon and select ‘Manage People/Switch Person’ option.
2. Click on ‘ADD PERSON’ button and check the “Supervise this person..” checkbox in Add person overlay.
3. Now open ‘Select an account’ drop down list and hover the cursor on account-id, observe.

Actual : After hovering on account-id, arrow pointer is seen instead of hand pointer.
Expected : On hovering, hand pointer should be seen.

This is a regression issue broken in ‘M-55’, below is the Manual Regression range and Change log info.
Good build : 55.0.2863.0
Bad build : 55.0.2864.0

(Unable to narrow down the range using tool as ‘sign-in’ to chrome feature is not available in chromium builds, hence providing the suspect from change log)

Suspecting : r 419345 from Change log

@dschuyler : Please help to re-assign if your change is not the cause for this issue.

Issue is still reproducible on the latest M-55(55.0.2883.52) on Windows-10.
