cursor does not change on links after viewing page source

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. https://pwmon.org/
2. Right click, view page source. (Separate tab opens.)
3. Switch back to the previous tab.
4. Hover any link.

What is the expected behavior?
Cursor becomes pointer.

What went wrong?
It doesn't change.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: Ubuntu 14.04
Flash Version: 

Note that it doesn't happen when you open the source through Ctrl+U, only through the context menu.

Able to reproduce this on the latest stable(55.0.2883.87) and the latest canary(57.0.2960.0) of Mac OS 10.12.2 and Linux Ubuntu 14.04.

Regression in M-51.

Last good build: 51.0.2693.0
First bad build: 51.0.2694.0
